Mr. Vladimir Zubkov
Mr. Vladimir Zubkov is President, VZ International Aviation Consulting. He holds a Master’s degree in air transport management from Civil Aviation Academy of Leningrad (Honours) and started his career with Moscow Sheremetyevo International Airport before joining Aeroflot where he was Deputy Commercial Director and Director of International Finance and Accounting. He was the Director of the Air Transport Bureau of ICAO from 1985 to 1994 and ICAO Director, Planning and Global Coordination, from 1995 to 2007. He was then Commercial Director and later Vice President of AirBridgeCargo Airlines and Secretary-General of the International Air Cargo Association.

Article 13 of the Convention on International Civil Aviation:
The laws and regulations of a Contracting State as to the admission to or departure from its territory of passengers, crew, or cargo of aircraft, such as regulations relating to entry, clearance, immigration, passports, customs, and quarantine shall be complied with by or on behalf of such passengers, crew or cargo upon entrance into or departure from, or while within the territory of that State.
