Mr. Moh’d El Amiri

Mr. El Amiri is a prominent figure in international civil aviation. In the span of more than 40 years in international civil aviation, Mohamed led the ICAO Air Transport Bureau and its Aviation Security and Facilitation Branch where he managed the establishment of numerous ICAO aviation security initiatives, including the Global Aviation Security Audit program (USAP). Mr. El Amiri envisioned and chaired numerous ICAO air transport initiatives. He also led numerous initiatives between ICAO and other partners in the fields of aviation security and air transport economics.

Article 13 of the Convention on International Civil Aviation:

The laws and regulations of a Contracting State as to the admission to or departure from its territory of passengers, crew, or cargo of aircraft, such as regulations relating to entry, clearance, immigration, passports, customs, and quarantine shall be complied with by or on behalf of such passengers, crew or cargo upon entrance into or departure from, or while within the territory of that State.
