Mr. Jalal Haidar

Managing Director and Acting CEO, WAF. A globally recognized aviation authority whose career included serving as a member and Vice President of the Council of ICAO; Aviation Advisor to two prime ministers and several cabinet members with aviation portfolios, Chief, Aviation Security Coordinated Assistance and Development, and Regional Aviation Security Officer, Middle East, ICAO; first chairman of ICAO’s WG of the global aviation security audit program and the WG on New and Emerging Threats to Civil Aviation; Vice Chairman of ICAO’s Aviation Security Panel; Chief of Operations, Chicago O’Hare Airport; General Manager, Abu Dhabi Airports Company and founder and first General Manager of Middle East Airport Services in Beirut. Jalal is a frequent guest in the broadcast media on issues related to international civil aviation. He co-authored and co-chaired the 2014 High Level Symposium on the Past, Present and Future of the Chicago Convention during the 70th Anniversary of the 1944 Convention on International Civil Aviation. Jalal holds a master’s degree in international legal and political studies with a focus on international aviation from the Joseph Korbel School of International Studies at the University of Denver, a Bachelor of Science in aviation management from Metropolitan State University of Denver and several certifications from the U.S DOT’s Transportation Safety Institute in Oklahoma.

Article 13 of the Convention on International Civil Aviation:

The laws and regulations of a Contracting State as to the admission to or departure from its territory of passengers, crew, or cargo of aircraft, such as regulations relating to entry, clearance, immigration, passports, customs, and quarantine shall be complied with by or on behalf of such passengers, crew or cargo upon entrance into or departure from, or while within the territory of that State.
