Congressman Delahunt served in several congressional capacities and chaired committees and sub-committees on international organizations and affairs. Mr. Delahunt continues to be involved in regional development, capacity building and international cooperation projects working with the public and private sectors in the United States, Africa and Latin America.

National Elections Commissioner of India and former representative of India on the Council of ICAO. Dr. Zaidi is a prominent authority in international civil aviation. He held leading positions in his native India including the position of Aviation Secretary. He is widely respected in international civil aviation circles, a public speaker on a wide variety of aviation policy, aero-politics and international regulatory affairs.

Mr. Windmuller has served the global airline industry in a broad cross-section of positions over the past 23 years. Thomas is the former Senior Vice President of IATA’s Airport, Passenger, Cargo, Security and Ground Handling for IATA Member airlines and industry partners around the world. Mr. Windmuller came to the world of civil aviation following a career of diplomatic service for the United States Government. Amongst his diplomatic assignments, he was responsible for U.S aviation relations with the European Union and for the U.S aviation security policy. He also served as the U.S Civil Air Attaché at the U.S Embassy to the Federal Republic of Germany. Thomas is a graduate of Cornell University and holds a Master’s degree in Economics and Diplomacy from the Fletcher School of Law and Diplomacy at Fletcher University.

Director, Air and Space Law Institute, McGill University. Former Director, International Aviation Law Institute and Associate Dean for International Affairs, Director of International and Comparative Law and distinguished professor of law at DePaul University College of Law in Chicago. Professor Havel is a distinguished visiting professor of law at Oxford University in London. He co-chaired the High Level Symposium on the past, present and future of the Chicago Convention during the 2014 70th Anniversary of the Chicago Convention.

A globally prominent authority in international, air and space law and former Director, McGill Institute of Air and Space Law. Dr. Dempsey has written many books on air law, led the University of Denver Transportation Law Program and the National Center for Intermodal Transportation Law. He is an expert on the 1944 Convention on International Civil Aviation. Dr. Dempsey is the author of more than twenty books on aviation law and policy, foreign policy and air carrier liabilities.

In the span of more than 30 years in international aviation, Mr. El Amiri held leading position within the International Civil Aviation Organization. He is a former representative of Morocco on the Council of ICAO, former director, Air Transport Bureau, ICAO, where he led the establishment of numerous aviation security initiatives of the Organization, including the global aviation security audit program. Currently, he is the chairman of the board, International Foundation for Aviation.

Chairman, Aviation Law Practice, Eckert Seamans, Washington, D.C Ms. Sahr is a prominent aviation and air law attorney. She practices in a wide variety of aviation and air law including air commerce, open skies, regulatory matters and risk, including safety and security. Senior Advisor to the Chairman and President, MEA – Air Liban. Captain Aziz is a prominent authority in aviation risk management including safety, security, behavioral sciences and human factors. In addition to advising the chairman of MEA, he undertakes missions in his field for the International Air Transport Association (IATA) and ICAO.

David is a CNN aviation commentator and author of several publications and books including a recent one; Malaysian Airlines Flight 370: “Why It Disappeared-and Why It’s Only a Matter of Time Before This Happens Again”. David is a former FAA official and continues to conduct aviation research focusing on safety and regulatory matters.

Jan-Philipp is a former executive of the Lufthansa Group and specializes in international and government affairs, aero-politics, foreign policy, industry and labor relations. He is a graduate of the Fletcher School of Law and Diplomacy at Tufts University in Boston.

Dr. Motevalli is the associate dean and professor of Research and Innovation of Tennessee Tech University. He held leading position in aviation and academia at several national and government laboratories (NIST, NRL), launched the Center for Technology Development at Purdue University and chaired the George Washington University (GW). At George Washington, Dr. Motevalli directed a globally mandated Aviation Safety and Security Summit program, mandated by a U.S congressional act, in partnership with the U.S Department of Transportation – FAA, and the U.S State Department.

Representative of the Civil Air Navigational Services Organization (CANSO) to ICAO. He advises the Organization and its partners on all ICAO Air Navigation developments. Nico is a former president of the European Pilots Association (ECA), the trade pilot union of Europe, and a former pilot of KLM and the Dutch Police. Nico represented the International Federation of Airline Pilots Association on the ICAO Aviation Security Panel.

Mr. Beydoun is a veteran diplomat and currently the Counsel General of Mauritius to Lebanon. He is an entrepreneur and owner of a chain of travel agencies. He is involved in managing his family’s philanthropic and educational foundation that also provides technical aviation scholarships to promising students.

Has served in the following professional and elected positions: member and Vice President of the Council of ICAO, Aviation Advisor to a former prime minister and three cabinet members with aviation portfolios, Chief, Aviation Security Coordinated Assistance and Development, ICAO, Regional Aviation Security Officer, Middle East, ICAO, first chairman of ICAO’s WG of the global aviation security audit program and the WG on New and Emerging Threats to Civil Aviation and Vice Chairman of the Aviation Security Panel of ICAO, Chief of Operations, Chicago O’Hare Airport, General Manager, Abu Dhabi Airports Company. Jalal is the founder and first general manager of Middle East Airport Services (MEAS) in Beirut. He is a frequent guest in the broadcast media on issues related to international civil aviation, aero-politics, policy, regulatory oversight, safety, security and risk. He co-authored and chaired the special symposium of the 70th Anniversary of the 1944 Convention on International Civil Aviation (Chicago Convention). Jalal holds a Master’s degree in international legal and political studies with a concentration in international aviation policy from the University of Denver, a Bachelor’s of science in aviation management from Metropolitan State University of Denver and holds several certifications from the U.S DOT Transportation Safety Institute in Oklahoma.
